I just spoke with some members of the HubSpot CMS team. Unfortunately this feature is built into HubSpot CMS and there are currently no plans to make Smart Content a standalone feature (such that it could be leveraged by a website running on a different platform) on the team’s current roadmap.
The HubSpot plugin is designed to bring HubSpot features to the WordPress ecosystem rather than implement new features that can only be leveraged by WordPress users. As such we could only bring in this feature to the plugin if it was first made generally available by the CMS team.
Sorry to be the bearer of bad news in this regard. I hope you find an alternative solution that can be used with WordPress!
