Plugin for easily creating internal page links?

I’ve tried a couple of the table of contents type plugins but it always feels like I’m working around the intended functionality (because I probably am!)

Now and again, I want to create internal links on a lengthy page.

Is there a plugin that makes it “easy” to:

– Create an internal page anchor link from an existing header

– Add that link as a button or another element
