I am looking for recommendation for either WordPress plugin or complete script solution for following case.
In short, I would like to create a website where client send send inquiry which is forwarded to multiple suitable tenders which are signed into my database. Result is that client will receive multiple offers from multiple tenders.
What I would like to archive in details (bolded is required, other is optional wish):
**1.) Client send an inquiry from on website** ***(this could be done with CF7)***
2.) Inquiry is categorized by system on the base of data entered into inquiry (from custom filed dropdown or similar)
*3.)* Offer is send to website admin which check if inquiry is real and suitable to be sent to the tenders *(this could be done with CF7)*
**4.) After admin approval, the inquiry is sent to all tenders** which are suitable by inquiry category. All inquiry’s sent should be counted, so admin can bill them to the tender.
***5.) Tenders sent their offers to customer either via email*** *or via in build messaging system (better)*
