I am currently building a website for a restaurant. I am looking for a plugin that allows me to integrate a button that displays a PDF file frame-in-frame. I need this to be able to display the menus as I don’t want to download them every time.

Maybe try Gravity pdf. What do you mean by frame in frame?
This is bad for SEO. It would be best to have words on a page. Even better if you are able to funnel that information into [schema metadata]). But if you just want to embed the pdf, one of these ought to be helpful.
