Popup notification on entire website about live webinar?

I’m afraid webinarpress does not have that kind of capability.

There are a lot of WordPress plugins available that you can use to set up a pop-up notification like the “Popup Maker” plugin. You can use it along with the registration widget shortcode which shows a countdown timer letting your site visitor know when the webinar will start and allow them to register at the same time.
