The possible reason your Bing feed is getting stuck could be the shipping attribute. Please, remove the shipping attribute from the feed config and try generating the feed. If removing the shipping attribute solves the issue, please, configure the feed with shipping class instead of Shipping(Google Format). Here you can see how to add a shipping label to the feed.
Once the feed is created with a shipping label, go to your Bing account and setup label based shipping. Here you can find the details on how to setup label based shipping in Bing.
