Problems associated with allowing search engines to crawl and index a website be

My website was set to allow search engines to crawl and index it without establishing a good theme, site navigation, content style layout, and content structure. Now there is an error in the crawling and indexing process due to a technical problem. What should I do? Do I turn off search engine crawling and indexing again or do I keep it open? Or is there another way?
