Do you know a plugin, that can create a form where the user can populate the fields with information. From there I (the admin) can see all the submissions of the users who have completed the form. After that I can accept/confirm each submission and then it will automatically populate a Google Maps widget with information from a submission and place specific information into a marker on the Google Maps widget. When this has been completed, users can then see the new added marker on the Google Maps widget with the given information.
