Re-order a given list in WordPress, html or similar?

I’m searching for a way to create a responsive form using html, wordpress, or similar. I need the user to be able to drag and re-order a given list into a hierarchy in which they choose and then submit the list using a form submission. Basically I need show a list to the user and they need to re-order the list from low to high and then submit. What should I look for? Jquery? Plugin? THANK YOU!
