FYI, I just flushed the permalinks of the 2 sites and now I get this:

I’ve just tried to create an account and it looks like Learndash is expecting to use its own user registration process so is taking over from NSUR. the email is not being sent.
check if Learndash supports multi-site in if it does is will be expecting the user account to be for all site.
if you disable Learndash and try to register on the sub-site you’ll see how NSUR works.
