You’re using the WPDiscuz plugin for your comments.
Go to SETTINGS > DISCUSSIONS and uncheck “Enable threaded (nested) comments” and let’s see if that disables the comment reply feature on your site.
If it doesn’t, then the WPDiscuz plugin is controlling this… and I recommend posting in the plugin’s own support forum, so its author and user community can help you with this:
