WordPress.ORG (where you are not) only builds the free WordPress software, does not offer hosting services, and cannot control what people do with the software — much the same way Ford cannot control what people do with their cars.
The hosting provider for the site is the right place to report this, as the offending content is sitting on their servers.
The site is hosted by WordPress.COM (again, you’re at WordPress.ORG now, which is a different organization). I recommend using WordPress.COM’s Abuse form here to report the site: https://wordpress.com/abuse/
