The PayPal Donations integration was designed in a way that it first requests the payment method and only then the billing address. However, it also has smart buttons – the buttons you can use to pay -, and if the donor clicks on them, they might not see the address fields.
Although we do not have a way to reorder these fields right now, we are collecting feedback from our users to understand what is the best way to display these fields.
