I’m still getting familiar with my website and this industry. I’m wondering if there’s a plug-in that enables users to sign in, offering them services such as commenting that’s not available to everyone and the ability to add ratings/reviews to a page. It’s not in the movie review niche, I just wonder how they achieve this over at RT.

I’ve used it on custom post types, regular posts, etc. I think this will provide what you’re looking for – it also maps it to user accounts which is nice 🙂
