Same database used in staging and live site

While I don’t think cloning the database tables can cause such an “mysqli_sql_exception: Too many connections”, you can delete the staging site’s tables manually following this guide:

NOTE: of course backup your staging site first if you still need its data before deleting the tables.

However, I recommend contacting your hosting provider to identify the main reason for this issue.
