I am really confused about serchable and non searchable pdf files in wordpress.
I would like to have a SEARCHABLE pdf file on my site similar to this one:

But a similar document on MY site is not searchable… like this one:
[https://pga-poa.com/documents/45686%20PGA%20POA%20Covenents%20Restrictions%20Bylaws%20low%20Res.pdf](https://pga-poa.com/documents/45686%20PGA%20POA%20Covenents%20Restrictions%20Bylaws%20low%20Res.pdf)
They are both .PDF files. How do I make MY pdf files searchable similar to the one in the first example.
All of the documents on MY site come from HOA administration, and are not created by me. How do I get them to provide me with SEARCHABLE documents vs. one that is not searchable.
I know it’s clearly a matter of HOW the document was created.. so I am really looking for advice to tell administration on the proper way to create the pdf.
