I'm looking for a trustworthy and reliable WordPress Developer with some AWS experience to help me with some work on my website. I need the following tasks to be completed:
1) I need to update my Amazon RDS and Amazon Aurora SSL/TLS Certificates by August 22nd;
2) I need to update WP Core;
3) I need to update the PhP on my site;
4) I need to update some of the plugins.
The main things to know is that a lot of this stuff hasn't been updated for a very long time and the theme we're using for the site hasn't been updated in years. I'm a little worried about things breaking when all of the updates are performed so we'd definitely want to have a test site setup in case anything goes wrong. The business associated with the website isn't very profitable – so I'm also on a pretty tight budget.
Does anyone have any recommendations for people they like?

You’re looking for fast, experienced, *and* inexpensive. I don’t think you’ll find that unless you offshore the work.
Having done many projects of this type (and being certified on AWS,) I’m willing to bet that you’ll run into a lot of issues with updating PHP and that breaking things. It’s highly likely that you’ll need to rebuild much of your website, so keep that in mind when talking to persons you’re considering hiring. (I’m based in Los Angeles so it’s likely that I’d exceed your budget, but feel free to DM me if you want to share more details.)
If the expense of having someone fix these things isn’t worth it for the business, there are other options- you could just greatly simplify their online presence in a fresh website that you build on a simple platform, which would probably drastically cut the monthly expenses as well.
