if you are using a block theme and the shortcode is in a template file and your WordPress version is 6.2.1 – the situation may be similar to the description in this link:
It’s most likely the recent security update that broke this. In my case the fix was simply going to edit the template, hover over the three dots at the top right corner of the shortcode block that is broken and then select “Create Template Part”. When you convert the block into a template part it should get rendered correctly.
