There is no support for short codes. However, you could absolutely use any HTML needed to transform the banner into whatever you want.
Simple Banner was originally intended and designed for notifications or call to actions. If you plan is to turn the banner into a menu I would recommend first taking a look at other WordPress plugins to see if something else suits your specific needs a bit better. If you cannot find anything, Simple Banner is certainly customizable to be used however you want, but you will need to do so using HTML, CSS, and JavaScript.
