shortcode to show a list of only users who have entered match results

There was no function or shortcode for this. But since I had an extension that hides inactive users from the ranking, I could easily create a new extension for the [fp-user-list] shortcode from that code. Just beware that this extension will always filter out the inactive users from the shortcode; you can’t use it for a complete list once the extension is enabled.
