Hmm, let’s verify a few things.
First off, your page width is set to narrow, so the layout options will not work directly, as you would have to modify the narrow layout in order for changes to take effect. You can change the page structure from the main Customiser -> Pages view.

You may also want to check out the pages’ individual settings – – as you may have overwritten the global settings from the Customiser.
