Deactivate all plugins as a test. Does it work then?
I use the latest version of WordPress and my theme is Raft
With this theme I can easily upload and/or select an image on the site logo block.
Have you already tried the tip with the plugins?
I have remembered that I disabled the theme updates because it caused duplicate title tags, now I updated the theme and it worked thank you for your assistance
