Small Town Website, Is there a Plugin for That?!

I’m setting up a site for a very small town and I’ve hit a bit of a wall that I am either being to myopic to find an answer, or just severely needing pointed a different way.

I would have thought that there would be a plugin to manage municipal codes/laws/bylaws/rules for government.

Example:

The town of Anywhere, CA has a set of laws. Each law can be input as it’s separate part and make reference to other laws, sections, subsections, etc. Each of those laws can be indexed and searchable, perhaps tagged for keywords, and display as a comprehensive document with navigation. Additionally being able to show changes and modification, show past revisions to the law and tie that back to municipal meeting notes, and perhaps even allow public comment on proposed changes.

Does something like that exist, either as a standalone plugin for code/laws/bylaws/rules or as an integrated part of a larger package with that (or some aspects, but primarily the input and management) exists? Am I off in the weeds here and people are doing this an entirely different way?
