The truth is that we haven’t used that plugin before so we don’t know what could be going on.
WC – APG SMS Notifications reads all the native and custom order statuses that WooCommerce uses via the wc_get_order_statuses() function so they should appear in the listing.
Ask the author how he adds his custom statuses and if they are accessible from the native WooCommerce function.

I see that they support “Pending Payment” as an official order status, although that, I can’t see it listed in your plugin.
wc-pending status is supported under Order pending custom message option.
