Yes, Elementor needs a separate license for a staging site if it’s set up as a sub-directory, you can create a sub-domain for your staging site following the criteria they mentioned here to bypass this issue.
I’m not sure about the WP Rocket issue you mentioned, I would recommend to reach out to their support for this one.
To avoid the permalinks goes to plain on staging site, please enable “Keep Permalinks” option at (WP STAGING > Settings) on the live site, then create a new staging site and you will get the same permalinks option you enabled on the live site.
