Hello I’m a beginner so I have to rely on plugins to do stuff but I won’t go overboard of course. I was trying to make custom comment forms so I downloaded a plugin and activated it. Didn’t like it so I removed it but its effect still hasn’t been removed like the comments form hasn’t reverted to default.
I have tried opening it on private Windows to make sure I’m not seeing cached versions but no use.

You might still be viewing cached pages in a private window. If there is server side caching, for example.
There is no reason the code on your page would be rewritten just because you uninstalled the plugin. You will probably need to recreate the page now the plugin is gone. That should solve the issue.
