Some simple PHP questions I can’t find answers to online.

Hi. I have two questions and was hoping I could get some help.

I’m not a PHP programmer so I’m not too sure what’s causing the site to crash when I add the circled code in the below pic. I’m trying to make it so that if the basket total is 0, it hides the “Country” field on the checkout form.

For the below picture I’d like to add a little annotation (I’m sure there’s a more apt term) below the email address field to show a string, like “We’ll email you when your order is complete.” But I haven’t been able to find any information on how I’d do that (the pic is just a photoshop mockup).
