Can you please share the checkout URL with us? 403 error related to restricted permissions.
Please check if your CartFlows are being cached and exclude the CartFlowspages from caching and check for a plugin conflict by disabling all other plugins except WooCommerce, CartFlows, and Elementor on your staging website and see if that solves the issue, next, enable plugins one by one to know which plugin causing the conflict.

Did exclude cookies, I am using LiteSpeed for caching, it doesn’t cache Woocommerce pages by default
I have solved it. Cloudflare created an issue. Some optimisations I have done for speed. Turned them off, now all runs smoothly.
