Staging Site Doesn’t Allow Network Setup?

I have a regular wordpress hosting plan with GoDaddy.

In production, I have a network setup (multisite) with 3 subdomains.

I also have a mostly functional staging site, the only problem is it doesn’t let me add multisite.

Every time I add the settings to enable multisite functionality (i.e. in wp-config file), it just begins to redirect the staging site to the production site.

Any idea why this might be?
