Thank you for your interest in the Filter Everything plugin.
By default, WordPress does not have sticky posts. The issue here is that they are displayed there no matter what. It would require changing the approach of the sticky posts plugin to make it filterable. This plugin has not been updated for two years already. Unfortunately, we cannot help here.
