  1. Do you mean a TOC for each page/post to show what’s on that page? Or more like a sitemap?

  2. If you use RankMath, they have a fantastic one built in, so you don’t need to add an additional plugin to do this.

  3. If you don’t use Gutenberg, try Lucky TOC. It allows to to configure the look and function, and will autogenerate so you don’t have to edit each post. It also adds a widget in the editor that allows you to disable for posts individually / enable for pages if you’d like, and you can even insert it manually. It’s not the most popular available, but it works the best in my opinion.
