Strange WordPress issue: when I click “Update” in Editor, eventually, the button stops responding as “Updating…” and cannot be clicked

I’ve been Googling and can’t find info on the new way to handle functions.php. I eventually found the theme file editor is now under tools, but in the latest default theme (Twenty Twenty-Three) there is no funtions.php file, what’s the deal? Where can I find info on this new way forward?
