Template can be created but not deleted, how to delete?

How to delete template files so they dont clutter up the place. There is no “delete” option to be found anywhere, they dont appear as physical files in the directory, and there appears to be no ui way to get rid of them.

Manage all templates is missing the three dots, I found the element empty:
