There is not normally any linkage between robots.txt and meta tags. Either approach is not mandatory, search engines could choose to ignore either one or both. You could decide having the directives in just robots.txt is adequate. Or just in meta tags and not robots.txt. Of course, you may do both if you prefer.

Unless you have a plugin that claims to handle both through one settings page, each will need to be addressed independently. The meta tags could be implemented through some custom code. There are also plugins that will manage this for you.

If you already use a plugin that is supposed to handle both and it’s not doing so, I recommend asking through the plugin’s dedicated support channel where its devs are in the best position to help you.

I feel stupid. I thought that putting noindex for a page, displayed the meta tag
<meta name=”robots” content=”noindex”>
