This is too generic a question to answer definitively.

I try to only get plugins that have millions of users. Hopefully, those are better. I will try to get Automattic plugins if I can find them.
Both themes and plugins go through a manual review to ensure that they meet minimum guidelines before they are added to the directories here at WordPress.org.
Themes and plugins hosted elsewhere do not.
