Things to consider before hiring System admin for WordPress Migration to VPS

I have a WooCommerce site that’s been experiencing high CPU usage issues, so I’ve decided to migrate it from SiteGround to a VPS or Dedicated server. Our primary customers are in Spain, so I was leaning toward IONOS since they have a data center in Madrid and offer competitive pricing. However, the system admin I hired recommended Hetzner instead, saying the data center location in Germany wouldn’t impact performance for our Spanish customers. (Hetzner doesn't have data center in Spain)

He convinced me to purchase a Hetzner AX42 dedicated root server for our WooCommerce site. I originally preferred a data center in Spain because 99% of our customers are based there, and I’m concerned that the German data center might not deliver optimal performance for them.

As a non-technical person, I have many doubts. I’m unsure what to consider before hiring our system admin. He suggested using the Hestia control panel because it’s open-source and free, which fits my budget of under $60/month for hosting. But I heard many people recommending CloudPanel or RunCloud etc. Our store only gets 25k unique visitors per month, so I didn’t think we needed such an expensive server, and we can’t afford a paid control panel. (But if Paid Panel is affordable then I might able to afford)

How will I manage my WooCommerce site after migrating to the VPS on Hetzner? Will I get features like automatic backups, staging, and security? Will I have access to a file manager similar to what SiteGround offers?

Can anyone provide a checklist of what I should look out for? I'm eager to learn how to manage my server on my own. If anyone could share what I need to learn to effectively manage WordPress sites on a VPS or dedicated server, that would be really helpful. I also need to understand what a high-performing tech stack looks like; he mentioned using NGINX and FPM. As someone who isn’t technically inclined and can’t afford a dedicated server admin, I’d appreciate advice on how to manage the site post-migration and what to consider before hiring and after the admin completes the job.
