Transprent Header and Paid Plugins

Hi all,

I am new to WordPress and looking to create a sticky header menu that is transparent but then has some opacity once scrolling. I see Elementor Pro can do this. If I purchase Elementor Pro and configure things like the header do I need to keep paying a yearly subscription for those features and others to continue to function?

If so, would it not make more sense to pay someone to write that snippet of code?

As a general rule I would like to have no plugins unless they are essential.
