Tried installing a plugin and a 403 error comes up

I have installed 4.9.26 as that is the latest version that the plugin ‘HTML 2 Import’ has been tested with.

This plugin is not listed in the plugins page so I went to the developer’s website and downloaded its zipfile. I then tried to install the plugin by uploading it via the Dashboard and it immediately came up with a 403 error code (forbidden). But the 403 page was pulled from the root of the site I uploaded WP into (which was /home/username/public_html/domain-name/wp ). Any ideas why this happened?

Can the plugin be unpacked and then uploaded?

By the way, keeping v4.9.26 up to date and then seeing the ‘WordPress 6.6.1 is available! Please update now.’ at the top of the Dashboard page is bloody annoying.
