I set up a demo site from this link you provide: . The demo is set to lock files, I set up a group to restrict access to subscribers. I loaded a pdf file and locked it to the group. When trying to access the file it lets me without any issues. I attempted in a totally separate browser. I posted the link to the file as the page I need help with. It opens without any issues and displays the file. I thought this issue was happening on my personal install only and I have been troubleshooting but I thought for sure it would work on the demo site. Turns out it does not as well. Is there an issue with the plugin?
