Unable to add new user on single site setup, self-hosted wordpress

Basically what the title says. I am new to wordpress but have been doing my best Google searching today, and it seems I am unable to contact WordPress support since we are self-hosted. Additionally, none of the forum posts have helped me.

I am trying to add a new user to our self-hosted, single site setup wordpress so that I can attribute blog posts to more than one author. When I click ‘users’ in the side bar, there is a ‘new user’ option, but when I click it I am sent to the ‘add existing’ users page and I get the error message ‘the requested user does not exist.’

I disabled all plugins and have administrator access. From what I understand, ‘superadmin’ access isn’t an option/isn’t necessary because we do not have a multi-site setup.

Any help would be greatly appreciated!! Again, this is not for wordpress.com or wordpress.org.
