Unable to set No page parent – page unnecessarily enforces a page parent

I am not from WP support, and I am not sure if I understood your question as you intended.

In my dashboard, for all pages, the page parent is not set to anything (empty), which means they are all parented by the (homepage) by default, and I can add levels under the home page.

The homepage is the top-level page of any website. And you cannot have two homepages for one website domain.

In case you don’t like your current homepage anymore and want to replace it with another page, I don’t know how, and you don’t have to do this in the first place.

I think that being set to ‘nothing’ is just the same as being set to ‘homepage’. Nothing would change on your website if you empty the field.

Have you tried clicking the ‘x’ symbol next to field you are trying to empty?
