I also tried an incognito window and it is still showing up

I don’t see Under Construction Page active so I assume it was a server cache issue. Some servers have very resilient caches and sometimes even multiple cache layers to save on traffic costs. If it happens again you will need to ask your host what cache(s) they use and how to clear all of them
