I am far from an expert in WordPress. We are trying to upload two PDFs to our company website. We want those PDFs to be accessible by URL only, not via clicking around on the website.
I was told to just upload them on the media tab, but don’t attach them to specific content.
I have them uploaded. When I click the permalink, it loads the websites header and footer, but not the PDF. If I click on the File URL on the right, it loads the PDF just fine.
I’m a bit stumped. Any idea?

When you upload something to the website, the site tries to create a page based on however the theme has setup the page template for the post type “media”. Since your theme seemingly isn’t handling this, the page is empty. Just link the file directly, by the file URL however.
First you need to make sure your WordPress allows PDF file type and there is a plugin for that, also there is a plugin to embed PDF, both plugins are free
Watch the videos on this blog, they will show you how, I think it is either in the second video or third. I don’t remember, but you can forward through them, the vidoes are at toward the bottom of the site
usually pdf file format is not allowed but you can allow it.
