Every page, every post and every file has its own so-called slug in WordPress. This cannot be assigned again. If you create a page with a slug that already exists, WordPress automatically appends a “-2” to it to make it unique.

The assigned slug can be used by any data set – even those that are in the trash.

So have a look to see if you can find a page, a post or even a file that already uses the slug you want for your new page. If you find it, you should delete it – delete it properly. Also from the recycle bin
