Using a separate Gutenberg block for mobile optimization

This is a complete noob question but I can’t find the answer anywhere else. I attempted to optimize a long ‘how to’ post for mobile by making it a series of accordions with each drop down it’s own header.

I didn’t want a separate URL for mobile so I just made two gutenberg blocks. One for a mobile header and one for the accordions. I made these not visible on desktop and the rest the desktop gutenberg blocks not visible on mobile.

I had to make all headers H3 so they don’t show up twice in the TOC (I don’t know how else to exclude them).

Is this the correct way to make a site optimized for mobile?
