While editing I would like all spacers to have a background colour, but, when the page is viewed normally spacers should be transparent as normal.

Im not sure about gutenberg. But you can easily so this with inspect element from your browser.
Or another possibility is to add a code snippet, check if you are admin and then inject the custom css. Something like this vid
