This is caused by the “Popup Maker” plugin. This provides a style that hides the scrollbar and makes scrolling impossible. Of course, this should only happen when a popup is open, which is why I assume that the plugin is malfunctioning.

Thank you, threadi!!!! That was it. I disabled the popup on that screen (I left Popup Maker active yet, tho, to see if I could), and the scroll bar reappeared. I would have never figured that out.
