Can I fully build a wordpress website locally on my PC using templates and then easily transfer it to a hosting site like bluehost?

yes. Although there are several ways to do this, to me, the easiest way is using the “All-in-one-WP-Migration” plugin.

Once you have that running install the Hello Elementor theme, and Elementor plugin. If you have the budget get Elementor Pro. Then, find a theme inside the Elementor theme library and begin working. Once you are done, install the All-in-One WP Migration plugin on the site you created and create and export file. The next step would be to get hosting at Dreamhost, Bluehost or whatever. Use their 1 click WordPress install tool to install WordPress on your hosting. Then Install that same All-in-One WP Migration plugin and import your site. Sounds simplistic because there is a lot more to building a website than what I’ve mentioned here, but you can hire someome to do the Wix to WordPress migration for you.
