Hi, Do they use any plugin to put date and weather on their top menu?

I tried everything but the theme I use doesn’t have a “top bar’ widget option to it to place any short code

Newspaper by Tagdivi theme has inbuilt options to display data and weather on header
I have used “WP Time and Weather Widget” but there are many many others. There is also one called “Weather Station” just make sure the one you use doesn’t impact performance so test for it especially it is going on first page as well. I remember testing another third one can’t rember name now and it killed my site speed.
But those 2 I mentioned should be great.
