Is it a good idea? They have thousands of reviews on fiverr and mostly 5 stars. They are from India though. I want to hire them to improve page speed and security.
Why they want access to cpanel?
If you have a WordPress website page speed and security improvements can be done from your WordPress admin panel.
Ask them why.
Generally you can trust them, give them access and when they finish the job, change your password.
Test your page speed using Google’s web.dev and gt metrix before and after they finish their job. Test various pages, not only homepage, especially If you have a shop.
